Taiwanese here. I learned Zhuyin as a child and Pinyin later on. During my tutoring years in the States, I found that it was easier for foreigners to learn Pinyin first than Zhuyin later. I got some students that wanted to learn Zhuyin but had problems even memorizing the pronunciation of each symbol.
